1867 -  Pennsylvania attests "petroleum has become one of the great staples of Pennsyvania, and is of vast national importance."  Burdened with excessive taxation amounting to per barrel for refined oil, while the price of unrefined oil is less than per barrel, they appeal to their Congressmen and Senators to reduce or remove this tax.
