    Description

1899 - The Committee on the Territories submitted a report noting that at present, the only government in Alaska consists of the Governor, who has no revenue, nor any power to raise revenue.  There is only one court and that exists in Sitka, plus certain commissioners have been appointed and distributed over the district, but their powers are limited and the Secretary of Interior only approved getting bids to care for the insane. The report requests amendemnts and revisions to existing statutes to give more liberal authority to the court because of distances and time involved in the large territory, and the establishment of recording official records, plus various corrections needed in the current bill.
